1 - Is it true that the first year you transfer that you get no financial grants at all?

I have been longing to transfer to Northwestern University. If anyone has the average gpa of a transfer student that gets accepted... please post it up. I don't wanna bore anyone with my whole transcript but I am mainly posting to see if I am a decent applicant. I currently attend Georgia State University and I will have taken around 66 Credit Hours at my school and my current GPA is a 3.75 (which I am hoping to increase with the 1 semester I have left). With the research I have done, I know Northwestern accepts many qualified students into their university. I have a job which is provided by the university and I work 20 hours a week. I have volunteered at Grady hospital and will be finishing up some more ECs by the end of this semester. I am a junior transfer so I am hoping my HS is not a huge downfall since my gpa in HS was a 3.2.

Any advice and replies are appreciated. Thank You for your time.

Also, I have great recommendation letters set and I have to start working on my actual essays.

Edit : I would also like to ask when the decisions are given for transfer students. I heard northwestern has rolling admissions (not very knowledgeable with the transfer process so please understand if something I say is somewhat stupid).
