If by chance it's rolling, when's the earliest I can apply? I'm a freshman, so I don't have any GPA yet to speak of. Not only that, but I have around 5 prerequisites for engineering that I need to take next semester.

Apply quickly, it is rolling, and they will most likely defer you to see your scores from your classes this and next semester. Your HS grades and scores will count significantly towards your possible admission, so if those are good, apply now.

If your HS scores were not so good, think about waiting until next year to apply. You can establish a solid college GPA, and they will weigh your HS scores much lower.

My HS scores and SATs were were half-decent. I want to transfer ASAP since I'm not in an engineering school and don't want to get behind. What I don't understand, though, is this: will they know what classes I'm taking next semester even though I haven't signed up for them yet? I'm thinking that maybe I'll apply once I sign up later this month. How's that sound?

On the application you will list what classes you are taking next semester. Good luck. If you don't get in this go around, don't be afraid to give it a shot after another year!
