even though im just a rising senior in high school, i was wondering whether i could transfer to like UCLA/UCB from another (less prestegious) like UCI/UCSD. The reason im asking is because frankly, i have a small chance at UCB/UCLA straight from high school, and since those are my two dream schools, i was just asking if you could transfer inter-UC.

Another question: if it is possible to transfer inter-UC, would it be easier to make it into a school like UCB/UCLA from another UC or from a CC

Why not apply to UCLA/UCB out of high school, just for the heck of it? You've got nothing to lose but the application fee. Anyhow, it's definitely easier to transfer to UCLA/UCB from a CC rather than another UC. The UC adcoms deliberately raised the bar for inter-UC transfers because the CC applicants "need it more" than those already in the system. Check out the transfer admit stats for UCLA, especially the table called "By School Transferring From" and you'll see what I mean:

well i am gonna apply to UCLA and UCB but there is a good chance that i might not make it. so i go to like UCI/UCSD then transfer....but thanks for the great reply

You have a much, much better chance ending up at one of those schools from a community college. Those transfers get preference, and it really isn't very hard from one. UC to UC is much tougher, you'll need top grades and a good reason.
