I'm having such a difficult time figuring the whole college transferring process out.
I'm currently a first semester freshman at a satellite campus of Penn State. I had planned to stay here for two years and transfer to the main campus my fifth semester, but to be honest I never had a desire to attend penn state in the first place. I just wanted to save my parents a hunk of money. I'm very unhappy living at home (I'm a commuter student) and I want to get away for the college experience.
I'm looking to transfer to West Virginia University for the Fall 2014 semester.
I take my finals in a week. As of right now there is nothing on my transcripts.

Should I wait til the second semester starts to apply and send my transcripts, or should I apply now and send my high school transcripts/SAT scores?
Also, on the application should I put how many credits I will have finished at the end of my freshman year, since I plan to transfer Fall 2014? or how many I have completed right now? My first semester I will have 17 credits completed, at the end of my second semester I'll have 15, making 32 over all.

You could send your application now, but with an Aug deadline, waiting for the semester to end should be fine so that you can put your final grades.

You should definitely wait until your fall grades are on your transcript before you have it sent.

The website says you don’t need to send HS transcripts and test scores if you have 24 units, which is usually when you matriculate. However, it would be prudent to call WVU and be sure that they don’t mean units when applying. At the same time ask your last question about how many units to list.

Okay, so I should send my application now and send my college transcripts after my final grades are put in for fall? I’m just worried that they won’t accept me as a sophomore, but a freshman instead because if I apply after finals I will only have 17 credits completed.

If you’re asking about applying later, during or after spring sem, there’s a tradeoff in rolling admissions: applying earlier there are more seats available, but if you are trying to improve your record, it can be advantageous to apply later.
