Transferring from UCSB?

Hello everyone, I’m an incoming freshman at UCSB. I’m low income and got enough fafsa money along with a scholarship to pay off my tuition without having to take out loans. However, I’m kind of worried because the deadline for my fall quarter bill is 9/18 (basically today) and the billing office hasn’t applied my scholarship into my bill. I called and emailed them several times and still haven’t gotten through to them or have received any responses. Apparently I’m at risk of having all my classes dropped and I can’t pay out of pocket or apply for loans last minute. I’m going to try contacting them again, but if my classes do get dropped, does that mean I’m not attending school for a quarter? Should I just withdraw from UCSB?

My plan was to go to to UCSB for at least one quarter and transfer back to a local college due to financial and family reasons. I was also thinking about trying to apply as a lower division transfer after a year at UCSB, but the chances of getting accepted are rather slim? I honestly don’t really want to resort to a CCC because of my work in high school. I’m also considering taking a gap year and reapplying to colleges so I could go straight to a university again (was accepted to UCR and CSUF), but that seems like a waste of a year? I’m not really sure what the best option is.

Also my ideal colleges would be UCI, UCR, CSUF, CSULB, Chapman, or even UCLA and USC.
