Transferring schools.

Okay, so after graduating high school I went to the University of Wisconsin. My financial situation was okay because I was getting residency by taking less than 6 hours a semester and my father was paying for that until I could sustain on my own with being a Wis resident. However over the summer my father passed away and I still owed the university $6,000. Because I went back home to help take care of family I lost my chance at residency and now am trying to go to a different school. I had good grades in high school and college so transferring shouldn't be a problem however, since I still owe the University that money they will not release my transcripts. We have a payment plan set up with them but I don't have time to wait until that goes to $0. Can I transfer to a different school as a freshman? I was looking at the University of Georgia, but on their website it says that a freshman has to be someone with no college credit after high school. Can I just apply as a freshman and basically disregard my 9 credit hours and basically pretend it never happened, or do I really have to wait until its paid off? (Which is in like 3 years)

Btw for UGA my program would leave me in no debt after college, so money for a new school is not really a problem.

You will need to apply as a transfer student after completing 30 transferable hours of college credit. AP may count towards this.
