Is anyone familiar with how difficult it would be to transfer to Cornell (Human Ecology) after a year at another institution?

Cornell has been my dream school since freshman year.. I applied early decision this year, was deferred to regular, and ultimately rejected. I'm not going to lie - I was kind of shocked that I wasn't at least given a GT.
I had a 3.9 UW, 2200 SAT, 8 APs, Senior class president, ranked 16 out of 316 at a rigorous high school, and had many ECs including volunteering, clubs, etc.
That doesn't really separate me from anyone else - the thing that shocked me really was that Cornell (especially the CHE, I am told) emphasizes "fit." I'm a cancer survivor and missed my whole freshman year of high school. I used my essay to explain - in a lighthearted way, not a pity-me way - how my experience led me to want to pursue a career in pediatric oncology and that how I thought the human biology health and society major would be perfect. I mean to each is own and there are obviously reasons why I was rejected but I just thought that my circumstances would lead me to be a perfect "fit"

Regardless, it is what it is, and I'm here to get information on transferring.
I know that there are requirements posted on their website, but what would be the best way about doing this? applying after first or second year?

Thanks for any info
