Transferring to JHU, UCLA, UCSD, MIT questions

Hello, I will be a new student at UC Berkeley in the fall as a physics major, however I have decided that I want do bioengineering instead. At Berkeley there are two separate colleges (letters/sci and engineering). I am currently in L&S and would have to transfer eventually into the college of engineering, which would mean applying for a transfer.

Even if I was qualified enough to get in, there is always the possibility that there is simply not enough room in the college for another student, so I need a back up plan if this is the case. Hence, I am playing with the idea of transferring colleges.

I know that the reality of getting accepted as a transfer is slim, but I am wondering if I have a shot given that I have a good reason for transferring.

I am taking the same engineering curriculum in the school year as engineering students do.

My main concern, however, is my high school grades. I got about a 3.7 in high school, which put me at about 100/600 in class rank. How would this affect my admissions?

My standardized test scores are: 34 ACT; 800 math 2c, 700 ush sat 2

Any advice, concerns, suggestions is much appreciated!

Please let me know what you find out about M.I.T, I am similarly interested coming from Duke (same engineering-type predicament as you!).

an alternative to transferring would be to do the minor in BioE that is open to everyone and couple it with a relevant major or double major.
