Transferring: Waste of time for me with my GPA?

Hi all! I just wanted to say congratulations to everyone's transfer results for this year. I also wanted to know what you guys think about my chances to transfer next year.

Basically, I'm a biomedical engineering major at Georgia Tech. While I love being a Tech student, I feel like I've pretty much done everything the school has to offer in the time I've been here. So I'm playing with the idea right now of applying to Penn and Johns Hopkins for engineering.
While my high school GPA was pretty high, though combined with a pretty average EC list, my college stats are quite opposite. Is it a waste of time for me to try or do I stand a chance?

High school GPA: about 3.85, all honors and AP classes
SAT: V 710, M 720, W 710
ACT: 32 highest, 33 cumulative
HS ECs:
- Fencing Team Captain, Academic Quiz Bowl Secretary, President of the Lower Orchestra for a year, Beta Club, NHS
Awards:
- Little personal awards

College GPA: 3.54 right now, but hopefully after summer classes will be 3.65
ECs:
- News Editor of the newspaper, Freshman Activities Board member, Events Chair for Dance Marathon, Praise Team for the Asian Christian Fellowship, started a philanthropy organization for inner-city children called Kids at Kollege.

Do I have a shot at Penn and JHU for engineering?
