University of Maine has seen a big drop in overall enrolment is recent years, both in-state and out-of-state. The exclusion of New York is due to New York’s refusal to allow reciprocity.

Not that helpful for PA residents, since Penn State’s tuition is so high even for instate students.

But your parents don’t pay higher taxes like New York or New Jersey.

@4kidsdad My parents? I am the parent, and an old one at that! My mother is 92, father died in 2011 at age 89. Penn State tuition for instate students is over $17000, total cost with room and board over $30000, far more than the SUNYs. And Penn State gives virtually no institutional financial aid, so going to Penn State is out of the question for most low to average income students.

As a former PA resident this saddens me. On tours and admission presentations Penn State likes to “brag” about its huge alumni network. Would like to see it step up for more than football. Rant over.

@bhmomma Considering the $100,000,000 plus that Penn State has paid out, and more to come, in the Sandusky scandal, it is clear that they have money. It’s just not being used for non-athletic scholarships. I was reading that they are renovating and enlarging the football building. The fact that there even is a “football building” says a lot.

But then how does Penn State get students, and lots of them? Someone is going there. In fact, 40,000 someones go there.

My point is the instate tuition has been subsidized by the taxes. And PA’s income tax rate is 3.07%, 8th lowest; NY’s top rate is 8.82%, 8th highest.

PSU doesn’t need to offer any discounts since it gets more than enough students to pay instate and OOS rates.

^^Plus PA’s local tax rate of 1-2% and a dozen or so other “nuisance taxes”. PA’s income tax is a flat rate.

Penn State can charge that much because many, many folks are willing to pay it, both in- and out-of-state, even it if means taking out Plus loans. It’s as simple as that, unfortunately.

I guess this is an appealing approach for students who like the idea of attending a flagship but whose credentials would only qualify them to attend their in-state directionals. But it must be something of a blow to Maine’s academic ego to formally acknowledge that it has to fill its seats with students who don’t qualify for Penn State, Rutgers, UConn, etc. (I think it’s fair to assume that few students who could be admitted to their own flagships are going to choose UMaine instead.)

Or Maine could be recruiting students who DO qualify for their state flagships but would welcome the opportunity to attend a school in another state if the cost is essentially the same.

UMaine and the whole University of Maine system has been having serious financial problems for a few years now, Maine has a horrible brain drain problem, this is obviously UMaine’s attempt to attract students from away who may end up settling in Maine. UMaine does have a good engineering school and honor’s college. It is a beautiful campus.

From a quick glance at the US News public rankings, I think your assumption is accurate:

14 Penn State, #19 UConn, #28 Rutgers, #37 UVT, #47 UNH, #91 UMaine

I’m not sure where U of Maine is getting their numbers for Penn State either, since they’re offering Pennsylvania residents $11,366 for a “Tier 1 Award.” They’re off by about six grand!
