I have UC top 9% designation at my school. I understand this means that if I get rejected from every UC I apply to, I’ll be offered a spot at UC Merced. However, UC Merced does not have my major. Would they offer me a spot at a different UC, no spot at all, or would they give me a spot at Merced with a different major?

no, UCM is the only school they may refer you to.
also note, there’s a ‘space available’ clause so, you may not be offered a spot if they are full. It doesn’t sound like you want to attend anyhow but, if you are considering it your Safety, you should probably apply directly.
Also, apply to a couple of CSUs while the window is open. that way you’ll be sure to have a few viable options come next fall.
