Case 1: Student No. 1 got all As with following mix of classes (11 classes)
Grade 10: 3 AP classes, 2 H classes
Grade 11: 2 Ap classes, 3 H classes, 1 general class

UC GPA fro Student 1 = (11*4 +7)/11 = 4.64
Note: credits given to only 2 h classes from grade 10 (UC GPA calculation)

Case 2: Student No. 2 got all As with following mix of classes (11 classes)
Grade 10:2 H or AP classes, 3 general classes
Grade 11: 3 AP classes, 3 H classes

UC GPA for Student 2= (11*4 +8)/11=4.73

Is this Calculation Correct?

If so, it doesn't make sense that Student No.1 has a lower UC GPA than Student No.2

Incorrect - the gpa is the same in both cases since the max number of bonus points is earned by each. This assumes, of course, that the "general" course is a UC-approved college prep elective. If it is not a UC elective, it does not count in the UC gpa calc.

Also, I'm assuming that the "honors" courses are UC-approved honors courses. (Just bcos a HS labels a class as honors does not necessarily mean that UC concurs.) However, assuming that they are UC-approved honors courses, the math is:

Grade 10: 5 classes x 2 semesters x 4.0 = 40 grade points
Grade 11: 6 classes x 2 semesters x 4.0 = 48 grade points
Subtotal = 88 grade points.
Add in 8 maximum semester bonus points = 96 total grade points.
Divide 96 by 22 semesters of coursework = 4.36 UC gpa
