I have not seen UC Merced not have any space available for the ELC referrals however, some of the majors may not have space and if the student wants to attend, they would have to select another major.

If he gets waitlisted or rejected by the last remaining UC campus this week - currently waitlisted at UCD, UCSB, rejected at UCLA - does he have to wait for the waitlist decisions to come back to get a top 9% offer from Merced?

No, if waitlisted or denied by all the UC’s he applied, he should get a referral from UC Merced in April if space is available. Last year it was April 8th. In all probability, the waitlist results will not be available until after May 1.
