<p>They give both I think, albeit the need-based scholarships are for really needy people that may also qualify for their EOP program.</p>
<p>In terms of merit-based, I think they give it to the most qualified of all students. However, I've not met a single person on these forums that actually received one (or maybe I just haven't asked enough people).</p>

<p>I'm in the same boat as you... assuming I get into Cal, I wouldn't want to loan for my tuition, boarding, and other expenses for the two or so years, so I'm looking for some scholarship opportunities as well.</p>
