GPA: 4.4
ACT: 29 (I'm estimating the June score to be about 31-32)
SAT: 1960
Five AP courses (so far): AP Euro (5), AP Chem, AP Comp Sci, AP Lang, and APUSH. Taking 4 again next year.
Haven't taken the SAT II's yet.

I don't know if this is relevant or helpful, but I've also lived in Hong Kong and Australia. Was thinking about tying that into an essay.

If you live in Cali then you have a better chance of getting in. Also if your weighted 4.4 GPA comes from honors and AP classes and you don’t live in california then: "Honors courses are calculated differently. In calculating an out-of-state student’s GPA, UC will grant honors weight for AP or IB courses only, but not for school-designated honors courses. The weight is given to letter grades of A, B, or C. " from the UCLA website.

My son applied to three UCs from out-of-state. He did not apply to the ultra-selective STEM programs, but to the regular Arts & Sciences colleges. Berkeley rejected him, but Davis and UCSD accepted him. He was waitlisted at UW, which surprised us - it might have been a lack of demonstrated interest, or a spike in applications there following marijuana legalization. He had an unweighted GPA of 3.3-3.4, a UC-weighted GPA slightly over 4.0, ACT/SAT composite scores were 31/2060. With current stats, UCLA and UCB are probably high reaches. After that, you can move down the list of UCs: UCSD high match/low reach, unless you’re applying to STEM programs (then it’s a reach); Davis and UCSB high matches, with same caveat for STEM; Irvine should be a solid match; UCSC a low match; Riverside and Merced are safeties for you. I think Northwestern is a big reach. I presume you meant University of Washington state, not Washington U. in Saint Louis - that would be unrealistic for you, because they are legendarily test-obsessed. Only 25% of their accepted students score under 32 on the ACT or 2100 on the SAT.

I do live in California. I think my unweighted GPA is around 3.7~. I think my top three choices right now are University of Washington in Seattle, UC Davis/Santa Barbara, and Cal Poly SLO.
