UC to UC transfer. Any possibility or method?

Hi, I'm an undeclared student (aiming for Business Accounting or Management) at UCR and I was not a good student during freshmen year, nor I was good student in high school years. I had many problem in my life back then. I'm a victim of racism and outcast since elementary school. It really mentally hit me hard. My life got little better in higher years of highschool though. But now just realizing that I need to get start working, I really want to get in to any first tier schools. I'm pretty sure thousands of student, perhaps everyone, wants to do the samething that I want. But being a Korean and having a plan to go back to South Korea after graduate school, I really must get into good school. In Korea, which college you go into really makes up your life. Many won't understand but this is the realistic truth.

So that was just some unnecessary background reason why I need to get into better college.

I had 1300 SAT score and 790 in Korean, and 780 in Math 2C in SAT2. I received 3.0 GPA in college.
Curretnly, I'm ending my second year of college at UCR. (I took two quarters off) I have around 70 units and my overall GPA is 2.5999. So after winter quarter, I will be junior.
My first year GPAs were revolving around 2.0. But as I worked harder, I'm currently receiving 3.7 GPAs.
I'm hearing that improvement in your grade has some impact on transfer.
Based on my information is there possibility? (although I doubt it...)
If not, what can I do to make that possibility? Also, is there any extra curricular I need to do? Like community service? Any other suggestion? Go to another State or private school? lol

No chance

 1. your GPA is too low
 2. you are already a junior
 3. your reason for transfering is weak

The good news is that graduate schools tend to look less at your freshman year marks.

My advice study really hard for the GRE or the South Korean equivalent.
