UCB/UCLA Transfer Economics (Pre-major?)

For the UC's (especially UCB & UCLA) that offer the pre-economics major to transfer students for the fall quarter/semester when they are initially accepted, since econ has become more and more impacted, is there a possibility of not being accepted into the actual econ major? (even if within the first quarter/semester of acceptance, one meets the GPA requirements/took all the necessary courses to apply for the actual econ major?)

Thank you!

only 2/3 of the transfers admitted to berkeley as economics majors actually get in to the economics major. Once admitted as a transfer you have to apply to the major in your first semester and your admission depends on your grades in the core econ classes.
