i received an email from ucla requesting supplemental information and i am not sure if i should answer the writing questions. one asks to elaborate on a special talent or skill if i put one on my application and i didn’t so i cant answer that one. the other one asks if there was something that prevented me from academic achievements and that is something that i already answered extensively on my personal insight questions. so should i answer it again or not?

The supplemental means that they just want more information. I guessing you might be on the borderline. Your are going have to think of something creative for the special skills. On the obstacles, you might have to reiterate it clearly and concisely or add some new insights. You should submit their requests.
