I didn't complete half of the requirements for English major for UCLA and still got accepted. On top of that, I dropped an IGETC course this spring and they OK'ed me for taking it during summer... weird o_O

That's because for English major you didn't necessarily have to complete all the pre-reqs (otherwise the site should have the quote that mojo has cited above) whereas Sociology REQUIRED you to complete ALL of them by the Spring. It's really a way of distinguishing between an impacted and a non-impacted major. They are relatively lenient on pre-req completion on non-impacted majors but they can be real anal toward the more impacted ones, sociology being one of them, just for the sake of cutting down the number of applicants to limit itself only to the qualified ones to make the admission process lot easier and quicker.

As to Radical06's post, I'm far from an expert of transfer admission but as far as I can tell the site specifically instructed the sociology transfer applicants to complete all the pre-reqs BY THE END OF THE SPRING. If it was ok to complete during the Summer then they should have not mentioned the last couple of phrases of the instruction ("...by the spring before transfer.").

From my observations, UCLA provides three types of instruction regarding completion of pre-reqs depending on the major:

1.) No Instruction. It just lists the courses you must complete to be eligible for the major. If no special instruction is given, then you do not need to complete all the pre-reqs before the transfer; you are allowed to complete most of them at UCLA after you transfer. Majors with this kind of "instruction" do not tend to be impacted (example of such majors: Art, Art History, Foreign Language, History, etc.)

2.) "To be considered for this major, all of the preparatory courses listed here must be completed."
This is the case where they do not require you to complete all of them by Spring. In another word, while you have to complete all of them before you transfer, you are allowed to finish them BY SUMMER. Majors with this kind of instruction tend to be somewhat impacted but not very.

3.) "To be considered for this major, all of the preparatory courses listed here must be completed by the spring before transfer."
Notice the italicized part of the instruction. This kind of instruction tend to show up in the most impacted kind of majors (Econ, BizEcon, Psychology, Sociology, etc.) and if you see this instruction, then you HAVE TO complete ALL the pre-reqs BY THE SPRING.

Sociology falls in category #3 (the most impacted type) and looks like you will have hard time getting your admission repealed. The best thing you can do is to write a letter explaining your reason for dropping the course. But it'll be hard =/

But at least try.
