Grades dropped during junior year b/c mom had breast cancer and I missed a month of school because my lung collapsed during sports, but I brought my grades back up for the most part

Since GPA is king with the UC’s, your UC GPA will impact your chances significantly since you are below the 25th percentile for all the UC’s listed. Your ACT score however is very competitive (above the 75th percentile) so make sure you have write some compelling essays to explain your grade drop. Your EC’s look good but I think they will still be tough admits.
Are you parent(s) prepared to pay $60K+/year for you to attend the UC’s with little to no financial aid?
Consider UCB/UCLA Reach schools and UCSD a Low Reach.

with a 3.8 UC GPA, I would target UCR and UCM. The others will be an uphill climb. That said, your ECs and essays are considered so, apply and see what happens.
USC, probably not.
If you live in CA, apply to SDSU and CSULB as fall-backs.
