UCSB: My father passed away but they are asking if he is a legal resident...

My father passed away in 2005. On the Santa Barbara website for the U.S. Citizenship and Physical Presence in California section of accepting your application, they ask:

Is your father a citizen of the United States?
yes no unknown

and

Has your father been physically present in California for the last 3 years, excluding brief absences for vacation purposes (If he attended school or accepted employment outside California during the last three years, answer "no.")?*
yes no unknown

I guess I could say yes for the first one and no for the second. What would you all say?

leave it blank?

That isn't an option. It forces me to pick. I choose Yes for the first one and No for the second. It is too late to change it now. haha.

Call them.

Yeah, I would say this is something you have to clarify. If you just answer as is it's going to sound like you're a non-resident since your dad technically hasn't lived in the state for the last 3 years.

Don't screw yourself over.

karabear1 and Ektaylor are right. Don't mess with your future by submitting something false or misleading. I'm sure if you talk to them for 5 minutes they will be able to advise you. They have been really helpful for me so far on other issues. I also didn't wait on hold for a second when I called in.
