umass regional exchange?

i was wondering if umass had any kind of exchange with other regional state schools, since i've heard about that kind of thing happening in other regions. i'm from MA but umass amherst seems a little big for me (plus i'm hoping to get out of the state), yet i'm still trying to find a financial safety. are there other state schools in the northeast that i can get a discount on through some exchange, or will i have to pay complete OOS tuition for anywhere other than umass?
thanks for letting me know! :)

See the New England Regional Student Program. Info is at the links below. Only certain majors qualify.

If your New England state university does not have a particular program, you get to attend the other guy’s state university for that program at a rate that is not quite as good as in-state, but a lot better than OOS cost.

For example, UMass does not have library science, but URI does, so MA kids can go to URI at the special rate.
