UNC Chapel Hill Chances?

I live in the Philippines and go to an International School, however I have in state residency
Nationality: German, can speak it fluently
Gender: Female
Enrolled in the IB diploma program and took AP US History in sophomore year (score: 4)
GPA: 3.5 unweighted (rigorous school)
SAT score: lower end, retaking and hoping to get over 1900
EC’s:
-Varsity track and field
-varsity gymnastics (co-captain), competed at an international competition in Singapore, competed in philippine national cup multiple times, won MVP a few years back
-founder and vice president of entrepreneurship club
-secretary of photography club
-lead project manager of cooking club
-won 1st place for a sustainability business competition (presented a product that can filter rain water into drinkable water for underdeveloped countries)
-week long internship at a hospital
-rustic pathways medical service trip to Thailand, worked to administer health tests to over 125 people in a local village
-will volunteer at a local philippine hospital for the lower class people (should be about 6 hours a week)

I really want to study public health (hoping the EC’s will help support this)- very passionate about this
Essays: one about overcoming failure in sports and team spirit, the other about living in the philippines and that fueling my desire to study public health and improve health care in developing nations
Teacher rec: one from my business teacher who I worked closely with and can provide lots of specific details
Counselor rec: doesnt know me that well but knows my desire to attend UNC, also very in touch with a lot of colleges
Other rec: program leader from thailand service trip
Legacy: both grandparents, grandma worked for UNC law admissions, i also think they donate money to the school

I realize my grades and test scores are low, however do you think my international experience will help my chances? I still count as an in state resident

What is your class rank, if you don’t know then how does your 3.5 compare to your peers?

Better SAT or trying ACT might be needed. It will be hard for the admissions committee to make a comparison to other applicants.

I believe I rank somewhere in the middle of about 200 students.
However, most of the reason for my low GPA is due to the challenges of moving to the philippines and adapting as well as experiencing family problems in my earlier years of high school. My grades show a rising trend.
