I don’t think IS receive priority for special programs. IS advantage is just getting into UNC because the NC legislature capped OOS percentage at 18%.
Once you are past that there’s no special advantage for IS.

By IS you mean in-state correct?
Per NC legislation, out of the 100% of students accepted no more than 18% is to be OOS students, meaning 82% should be in-state students.
UNC actually receives far more OOS applications than IS, which is why there is such a large difference between OOS and IS acceptance rates.

BTW the cap only applies to entering freshman, not transfers.
