I received an email today about the UMRP at Harvard University. However, I am interested in Engineering; the department at Harvard for that is quite small compared to other schools like MIT etc, and I do not plan on applying. Should I email back and basically "thanks for the offer, but Harvard University does not match my interests," or with something similar to that?

While not necessary, a polite reply won’t hurt, and I’ve always felt that acting in a considerate fashion at all times will benefit you in some unexpected ways and at unexpected times. Even if it doesn’t directly benefit you, you make the world a better place. Who knows - they may know of something you are interested in.

No, they send out so many mailings and no one keeps track of polite negative interest.

I don’t think it was a recruitment where they were offering you an acceptance ( not sure since I’ve never been in your situation), though if they were then it would be nice to at least inform them of your lack of interest in the school.
