Undergraduate Psychology Studies!! Help !!

Hey Guys,
I'm 17 years old, I'm from Greece and i'm currently at the end of the 11th grade.
I wanna study Psychology as an undergraduate student in US beggining the fall of 2012 and i want some recommendations about universities/colleges:
Just so you know, in Greece there is no such thing as AP Classes or Honor Courses
9th Grade GPA: 3.7
10th Grade GPA: 2.9-3.0
11th Grade GPA: i suppose it will be something like 3.3-3.4
12th Grade GPA: i'm going to aim for a perfect 4 but i dont think it counts at all
So all together divided by 3 , gives as a 3.3 GPA <----
I'm going to study the whole summer for the S.A.T. exams
and i'm aiming high. Dont imagine something like 2200+, but i can get a good enough grade.
I'm also going to take the TOEFL exam that is going to be way easier than SAT.
I play basketball and electric guitar for a couple of years and i go for mountain bikind ( i dont think it really counts tho)
and i have won a math competition back in 8th grade
Does International student's GPA count that much? or does SAT count alot more than GPA(international student-wise)
University/College pref: -standard 4-year academic programm
-Well....a good psychology programm
- To be a tier 1 university
-Being able to double major
-academic/carrer counselling
-I also want the university to be located somewhere with not always bad weather. I wont be able to stand Canada-like weather. But that doesnt mean that I absolutely want california weather 24/7, i just dont like the weather being too cold in all seasons
-Dont really care if its located in urban or rural area

Until now i have this list :
Franklin and Marshall College - Scientific and Philosophical Studies of the Mind Major
University of Massachusetts - Amhers -Psychology Major
Penn State University Park -Psychology Major
Indiana University Bloomington -Psychology Major

And i want you to tell me , with a nice SAT score do i have any chance in getting into
any of the following universities/colleges? -Any of the UC's
-UIllinois
-University of Rochester . NY
-Vanderbilt University (i suppose with a kickass SAT score i have some chances)
-University of Wisconsin - Madison

Also, can you recommend me some other universities?
Thanks

You left out a crucial piece of information:Will you be needing scholarships or financial aid or can you afford to pay full freight(Which can be as high as $60K) Also, your criteria about whether is not reasonable as it rules out all the schools in New England and parts of the midwest(where most of the good schools are concentrated!)

Some of the schools on your list are located in areas where IT GETS VERY COLD in the winter: Rochester & Madison are famous for it, and all the others (with the exception of Vanderbilt) have cold winters/snow as well.

Also, you have a mix of private and public schools on your list. I hope you are aware that your chances of getting ANY financial aid at the public universities are almost zero.

Thankfully i’m able to pay full freight. So no, financial aid doesnt bother me.
About my weather criteria…i said i dont wanna be in places with cold weather all year. I dont mind snowy winters. Actually, i like them a bit, but ofcourse weather will not be my main criteria, so please recommend me some universities and just pretend i said nothing about weather!

Your GPA is on the low side for schools like Vanderbilt.Check out- Northeastern University(Boston),Drake University(Des Moines,Iowa) Truman State University,(MO)Ithaca College(NY),Michigan State University,Boston University(reach),American University(Washington) and Lynn University(florida).Just on your GPA.

If you can pay full freight, there are many good universities that would love to have you.
Here are some to consider in the western part of the US:
University of Colorado
University of Washington
University of San Francisco
Santa Clara University
University of Denver
Rice University
University of Arizona

Awsome posts  you are really helpfull guys !! thanks!!!
keep those awsome comments coming

Do you guys think i could get into any UC’s or UWisconsin - Madison with good SAT?
Also, if it counts, i believe i’m going to graduate from highschool being in 10% top of my school (since only senior year counts for it) and i’m aiming for straight 4.0’s on senior year grades.

Ok so i did some research too, and thats what i 've got so far:
-Washington University in St. Louis
-Rice University
-University of Rochester, NY
-University of California: Davis
-Franklin and Marshall College - Lancaster, PA
-University of Washington - Washington
-Boston University - Boston MA
-Northeastern University
-University of Illinois
-UWisconsin - Madison
I know some universities/colleges are reachers, but I will be studying all summer for a high SAT score + i’m willing to pay full freight, what do you think? any other recommendations?
