It seems that having a self-contained campus would be more fun than a city one too. That way you know there are always going to be people on campus and there is always going to be something to do. I stayed over one of my friends college that's in the city and she said NOTHING happens there and most people go off campus to MIT, Northeastern, or Harvard parties. I love the self-contained feel personally...

I'm at NYU and I'm tired of being waken up at 3 AM every morning by sirens

People who hate sirens shouldn't go anywhere NEAR Penn. There are several hospitals right on campus, with ambulances and helicopters arriving at all hours. When our family took the tour at Penn, we couldn't hear half of the tour guide's explanations because of all the background helicopter and siren noise.

haha, although i encourage you to come to cornell...two words: EAR PLUGS!!!!!!!!! ok they sound creepy and weird but ear plugs have honestly made me sleep for real for the first time in my life. i'm a pretty light sleeper. they drown out all noise except for your alarm clock. i highly recommend buying a container of them from cvs for your remaining time in the city.

Bilaroo....my suggestion is apply to several school for transfer and then basically put the idea on the back burner and try to enjoy Cornell. In the Spring when you hear from all the schools, if you are still feeling unhappy at Cornell then get out. My child left Cornell after Sophomore year for many of the same reasons that I am hearing from you and transferred to Columbia and is ery happy.
Your college years should be great so do what is in your heart. Come the Spring I think you will have your answer. Keep a positive attitude though once you put in the applications and try to make it work. You wouild not want to leave and then regret it later so really give it your best shot! And remember if you do transfer you did not fail you made a brave decision!!
