Univ. of Iowa to Ohio State. Chances?

Hello, I'm currently a freshman at the U of Iowa, and I'm hoping to transfer to Ohio State (Columbus) for the spring quarter. I have contacted the admissions office, and they said that since I will have less than 30 Semester hours of college credit, they'll use my high school stats in their admissions decision.

Currently, I have

-A 3.3 College GPA
-A 2.9 High School GPA
-1900 SAT (converts to about 29 on the ACT)
-Designated an "AP Scholar" (awarded to anyone that received a "3" or higher on 3 AP exams.) Apparently, this distinction is mentioned on all college board score reports.

I don't know what my high school record would do to my chances. The lower GPA might work against me, but I might score some points because of "recent academic improvement."

I don't know if Ohio State gives preference to in state-transfers; I think I am at a disadvantage either way, because I am from out of state, am a freshman, or have a terrible high school record.

What do you all think? I would really appreciate any feedback.

Unless you absolutely hate the U of I, you should stay there for the whole year to give your grades a chance to come up a bit. Right now your HS GPA and your SAT/ACT scores are what would count most for admission and that HS GPA is not very good.
