I go to De Anza Community College, After this quarter I will have finished 90 units of IGETC units and my major choice is going to be Economics. I have finished Econimics 1 and 2, as well as Finite Math and Statistics, but haven't started on Calculus yet. With this information, I will be applying to UCs, which do you guys think I have a chance of getting into UC San Diego, Santa Barbra, Davis, Irvine and/or Santa Cruz?

My gpa is 3.2 and the counselors tell me I can get into the Universities, but I may not be qualified for the major but instead pre qualified

If you have IGETC done, then you probably are in pretty good shape, although the UCs will prefer that you already have taken calculus to get first preference.

Here's an example of which courses UC Irvine requires for applicants from DeAnza:

You can get one of these reports for all the UCs with Econ majors by going to this site:
http://www2.assist.org/browseAreas.do
and pasting the word "Economics" below where it says "search" and then hitting the button. Once you do this, you will see all the economics degrees offered at any UC campus. Then you click on the campus name (for example, UCI). That will take you to another website. At that site you put in your college name (in your case, DeAnza Community college) and it will give you a report similar to the one above telling you what courses to take and what is required to apply.

Also, here is a short slide show that tells you which business degrees and which economics degrees are offered at each of the UC campuses:

P.S. The different UCs require different GPAs to get in. For example, Berkeley and UCLA require about a 3.6+ to get in, while UC Riverside and UC Santa Cruz only require about a 2.7 to 2.9 to transfer in. Most of the other campuses are at the average (around 3.1)

Best of luck.
