University of Houston gives instate tuition to anyone receiving School funded scholarship of $1000 or more. The main scholarship for OOS students that is evaluated for with my admissions is the "Academic Excellence Scholarship" ranging from $500-$8500(I need 1000 to get residency). The website says this: "Qualifications: For students who have a competitive academic profile – typically a score of 1200 on the critical reading and math sections of the SAT (25 ACT composite) with a class rank in the top 20 percent." I know that priority is given to instate students, so with a 26 ACT, 3.7 GPA but only top 40% what do you think my chances are of getting the scholarship? I know a lot of Texas Universities give out instate tuition with a scholarship so if you know of anyone that has gotten and scholarship and residency, please let me know! thanks!

What do you mean:“I need 1000 to get residency”?

You won’t be able to get residency. You may get instate discount if the college wants you badly enough but that doesn’t mean you actually achieve residency. That’s only achievable with ACTUAL residency according to their terms and conditions. I think you’re mis-reading some of the info.

I meant I need a $1000 scholarship to get instate tuition. Yes I know I’m not actually getting residency but if you get a $1000 scholarship the school will give you instate tuition.

Sorry if this is late. I’m a current UH student from OOS. The scholarship isn’t really instate tuition. Basically, you’re given ~$6000, which, when subtracted from OOS tuition, is the same as in-state. It’s pretty awesome. It’s not difficult to get a >$1000 Academic Excellence Scholarship, so I believe your stats are fine. I hope you choose UH! It’s an awesome school with so much to offer!
