U of H tuition waiver chance?

<p>University of Houston gives instate tuition to anyone receiving School funded scholarship of $1000 or more. The main scholarship for OOS students that is evaluated for with my admissions is the "Academic Excellence Scholarship" ranging from $500-$8500(I need $1000 scholarship to get instate tuition). The website says this: "Qualifications: For students who have a competitive academic profile – typically a score of 1200 on the critical reading and math sections of the SAT (25 ACT composite) with a class rank in the top 20 percent." I know that priority is given to instate students, so with a 26 ACT, 3.7 GPA but only top 40% what do you think my chances are of getting the scholarship? I know a lot of Texas Universities give out instate tuition with a scholarship so if you know of anyone that has gotten and scholarship and residency, please let me know! thanks!</p>
