So, at my high school award ceremony, I was told that I received this award..
The letter said I would be contacted by U or Rochester soon, but I haven't been (it's been weeks)

My main question is, the letter says that the application fee has been waved, but how does that work? If they are a common app school, what do I do to not pay the fee?

You won’t find if you’ll getting this scholarship much later:

I don’t think fee waiver would work with Common Application, you have to apply directly.

How do you apply directly? I cannot find where you would do that on the U Rochester website?
