I am also legacy(both father and grandfather attended)
also my high school has a very close relationship with UofR (not sure if that matters)
Below the line on all the metrics: GPA/ACT/SAT. You need to be looking at a much less competitive class of school.
I have safety schools. I am looking to see the possibilities of getting into more competitive schools. I obviously know that it would not be smart of me to only apply to schools where I am below average.
And isnt my ACT the average score?

Do you have some sort of hook?
Because “average scores” are meaningless because they also include hooked applicants.
A school might have an average score for admitted applicants of a 30, but for unhooked applicants it might be a 33.
By hook what exactly do you mean?
Hook: Recruited Athlete, Legacy, URM, etc.
I am legacy, both my father and grandfather attended(as stated above)
Do they give any money?
My grandfather donated(while he was still alive) and was also an adjunct professor.

I’d say you have a good chance of getting in, but let’s ask this question: do you really want to?
You’re pretty well below the line across the board on the admissions metrics. If you got in and enrolled, you’d likely be in the bottom 15% of the freshman class in terms of academic performance. Do you think you’d be successful there?
You might want to consider a school which is a better match for you.
My GPA is low due to my lack of paying attention during my freshman and early sophomore years. My GPA drastically increased later in my sophomore year and throughout my junior year, even while taking the IB diploma program. Also, I believe that success in high school does not always correlate to success in college. I also believe that taking IB has prepared me to be successful in college.
Also, I do not have my heart set on the U of R, ultimately the college I decide to attend will be the college where I can see myself the most.
You’ve definitely got a solid chance, especially with the retaken test scores.
I got accepted with a 30 ACT and a 4.0 UW GPA and I am actually attending Rochester as a freshman this fall! I’m also a unhooked applicant and am Asian (Chinese) from a middle class family! Don’t let anyone intimidate you! Rochester relies heavily on strong extracurriculars and you seem to be an active member of your high school! Your legacy status definitely will give you an advantage in the admissions process! It’s great to see that you’re considering Rochester!
I am friends with one of the deans and my rising senior daughter is 3.89 weighted (excluding freshman year) and 3.69 (with freshman year). Her first run at ACT as a junior was 30 with the English in the 80s and the other subjects in the high 90s.
She does sports, IB and other extracurricular activities. I graduated from there, donate money and actively mentor students trying to network and get jobs.
I was told my daughter is a very strong prospect.
Rochester is very generous with money too so don’t exclude it. Their endowment is quite large for a non-Ivy.
