They might have updated the page and accidentally removed the non-resident section or something, so this could end up being nothing. Well, that’s what I’m hoping!
They also raised amount from approx. Value of $35000 for all 4 years to $12000/yr ($48000). Is that how you read it?
I think it is an increase, but it depends on how the housing award is factored in.
Or what they might be doing, other colleges do this: There is one presidential scholarship, then there are additional OOS awards awarded on top. My Older DD’s school is like that which I love because each scholarship has a minimal GPA she must maintain. So if her GPA fell below a 3.2, she didn’t lose her entire scholarship, just a portion. It was 3 scholarships total (3.2, 3,0 and a 2.7)

Actually they are effectively lowering the amount, since now it is capped at $12000 per year rather than covering any amount of tuition and fees, and you don’t get to keep the extra $750 (if for example you lived at home). They don’t specify the amount of the housing allowance (previously $5000 IIRC) and explicitly exclude course fees. Eccles has paid course fees as well as mandatory fees in past years, so I hope this new language isn’t an indication of a change there (though that funding bucket is separate from the university). Eccles is far more relevant than Presidential as a potential target for OOS students anyway.
The reduction in GPA cutoff is helpful, they did the same for Eccles about 5 years ago because they didn’t want people to run the risk of losing it and end up padding their schedule with easy courses (though in fact Utah’s grading policy is very generous as there are no caps on numbers receiving each grade - many honors courses give 80% A- or above).
It will be interesting to see what changes if any are made to the other scholarships. This change suggests to me that budget is a concern so I hope that doesn’t mean they cut the numbers/amounts of other scholarships.
No that is very unlikely. They say explicitly that (most) scholarships can’t be combined anyway (the exception being if you got one of the $6000-$12000 scholarships and added NMF, Alumni or a departmental special merit scholarship to it). The question is if the OOS Academic Excellence scholarship will have a 3.6 or 3.5 cutoff.

Presidential scholarship is for both non-resident students and resident students. We actually are currently updating out scholarship webpage this week to reflect the updates for our 2021-2022 scholarships, which is why you aren’t seeing the non –resident section. Once all 2021-2022 merit offers have been sent out the scholarship website will be updated with new information and terms and conditions.

They have our EFC and COA spelled out. Next to reviewing FAFSA it has initiated and received next to the documents they requested.

I sent the FAFSA months ago. The FAFSA website stated U of U had downloaded it but I never checked with the college itself. I just sent an email to the financial aid office to check what those status messages mean. Perhaps they are just in the process and that is why everything is not filled out. Hopefully they reply soon. Thanks.
So, if a student is offered WUE, does that mean they will not be offered any other scholarships? My son just got an email awarding him WUE, so I’m wondering if this will be his only scholarship letter and he won’t receive any others (like the Academic Excellence scholarship, etc).

I’m unclear on that also. WUE is a tuition discount program and not technically a scholarship, but I thought I read they do not stack with Merit scholarships.

That’s unclear to me. I do believe people have had the choice in the past. But in prior years I think the merit was announced before (or at least at the same time as) WUE and if you preferred WUE you could switch from merit to that instead (but not vice versa).
Everything is so confused this year, but it would be weird to send out WUE on Friday afternoon and then wait until Monday to send out the rest of the merit. Maybe it will all be done this afternoon?
All these last minute changes suggest to me that there are a lot of budget issues (and constraints) under debate. Making it easier to get WUE could be because it comes from a different funding line than other merit.
