Accept means just accepting without paying the deposit
If there’s no deposit or formal commitment to choose Utah over other colleges and this is the program you want if you do decide to attend Utah then it seems you don’t have anything to lose.
It sounds like they are trying to get a handle on numbers before deciding how many offers to make to people who applied after the priority deadline.
Last year my son never got his acceptance to the Honors College. There was some glitch of some sort and he ended up feeling a lot of stress as other students received acceptances. I called the Honors College twice but ended up with a student worker who wasn’t able to tell me much. I then spoke with someone in Admissions (just dialed the main number) who was very friendly and explained he had been accepted and she had no idea why he didn’t get the email. Point here, this was before COVID even got going and there were still some hiccups. If you are coming up to deadlines and not getting info, sometimes it helps to call. One thing I can say confidently is that the staff we talked with at Utah were almost 100% friendly and helpful and that was not our experience at our local state flagships.

Just got my acceptance by email! No scholarship info but they said to look out for additional emails in the upcoming weeks.
My D21 just got into the Honors college, heard via e-mail tonight.
S21 rejected for Honors. OOS, 4.0 UW/4.36 weighted. Got into Business Scholars program.
Son accepted to Honors as well. 
Wow! He has excellent stats! The business scholars looks great though.
I am sorta surprised but I do like the Biz Scholars as well. He has the CA school decisions coming up and with the increase in apps and the competition, more rejections coming I am sure. Maybe this will help ease him in since he is accepted to Utah and Biz Scholars so it isn’t so bad :-). Congrats to everyone who got in!

My son also received an email that he was accepted to Honors tonight.
We did, just like an hour or 2 ago.
My D16 also got admitted to Honors…
