Unusual situation with parents and the FAFSA

I am attempting to complete my FAFSA but the parents' information section is driving me crazy. I searched these forums and couldn't find a single situation like mine.

In short:
My parents are married.
I live with my mother in California, and both of us are not employed.
My father works overseas and is not a California resident.
My father contributes money to my mother who uses it to support me and pay for college.

Now, how do I answer a question like "What is your parents' state of legal residence? How can I answer this if they are married but not residents of the same state?

Your parent's legal state of residence is CA.

Are your parent's separated, or is it simply a situation where your father has to work away from home? This makes a very big difference.

Thanks for your reply.

My father works away from home, they are not separated. BUT his "home" is in another state. I am not interested in receiving a ton of free money by exploiting loopholes and gray areas, so I am OK with the safest answer. I just don't know what it would be.
