Last year they took students of the waitlist starting from May 7th and I think they had third wave by June 11. Third wave was after the enrollment deferral deadline of June 5. So I am thinking that may be they are waiting for the enrollment deferral deadline of June 5 as they may not have any opening now? Discouraging to think, but may be possible, correct? Although they may be reviewing, they may not release the results or close the waitlist for that reason.
Good news is that a very nice guy picked up the phone. I actually made exact record of what he was saying so what I put in quotations is the exact words that the person said.

āUmm it will be so we say um in um and we provided this to most waitlisted applicants that decisions are on a rolling basis um and you know some will be released on a rolling basis um this month and to next month as well.ā

I called the AO as well, didnāt get information on when the decisions will be released. The man who picked up just told me that the admissions are under review, and the decisions for different schools (Wharton, CAS, SEAS) is based on the spots based on the different schools.
This is the most relevant info he mentioned. They will choose those candidates on the waitlist that fill in a missing piece of the class, however the school defines it. I would also imagine the reference to mid summer openings may refer to international kids canāt get visas or if there are issues with lockdowns or bans due to Covid variants or protocols etc that affect kids ability to get to the US in time.
I donāt think UPenn will do the same, because theyāve been keeping the waitlist open ever since. And they also said they are actively reviewing waitlisted applicants and that they will release the results in May. I donāt think these points suggests that they will close the waitlist.
Just wanted to express some internal thoughts, I never really thought that socializing was important prior to this pandemic but after being home for over a year (school as been online for me since March 2020) I feel like social is really a need of human beings. Since the pandemic, this thread as been like my only way of socializing with people my age and especially in recent weeks, it really makes me feel that someone is on the same boat with me and that we are all experiencing the same panics. So I really want to just say thank you to each and everyone of yāall on this thread (I know that this type of post should come like after getting the decision but tonight I really just wanted to type this up). Iāve seen so much negativity and mentally collapsing people in other threads and it really makes me feel that Iām not getting in (I was never this close to Penn but it also makes me feel that Iām very far from it). Luckily, no one on this thread has been expressing any negativity (except myself) and everyone has been so supporting, thank you all! I love yāall!
There is no telling what will happen with Penn, but this waitlist group has been very ārealā and hopeful. Iām glad to have some hope, but I know more likely than not, Iām going to have to ācopeā eventuallyāand that will be okay. For nowā¦Iām going to enjoy the hope as long as possible.

@Awesome5510 you have shown great leadership, poise and honesty on this chat. I want you to get into Penn so bad. But if you donāt, I have no doubt you will be unstoppable no matter where you go!
I want you to get in and pray for you to get in to UPenn even more than my own child.
Why you donāt you apply to some colleges which are still taking applications? Just to be safe.
The institution you ll get into doesnāt define your future or capacities, but your actions do . You ve shown great determination , and the battle is not done yet ! The people that usually get the most out of life are those that have a strong personality and a sense of determination.
