<p>It is stated that the application is due 12/1, does that mean it has to be in before 11:59 PM on 11/30 or 12/1? </p>
<p>Application should be submitted before Dec 2 starts, meaning you have until 59 seconds after 11:59 p.m., Dec 1, to submit. You should plan to do so well before that. You should not risk last minute application and face possibility of a last minute power outage, computer crash, or overload of servers that prevents application from being submitted.</p>
