Are Asians considered URMs for law schools? If not, what about at schools such as Duke or UVA or Georgetown, where the % of Asian is small? Does URM status even help in general?

URM status can help immensely.

However, Asians are not usually considered URMs because they are not usually "Underrepresented". At many programs, they are probably "Overrepresented".

If you can find a program where the % of Asians is smaller than the overall population, then it might be helpful. Just keep in mind that the % of Asians in the overall population is also very small. (5%?).
