USC or University of Michigan

Do I have a chance in getting into USC or University of Michigan?

GPA: 2.96(I know its low but I was hoping my ACT score and extra curricular will help)
ACT: 33(first try)
Extra curricular:
I am a soon to be Eagle Scout (just need to do the Eagle Scout conference)
I volunteered at Vietnam during my junior year for an organization called Operation Smile (fixes cleft lips)
I interned at a financial business called Merrill Lynch
I volunteered for an organized called Meals on Wheels from my freshman year to the end of my junior year(every weekend)
I am in the rotary club at our school and make a wish foundation at our school.

I also live in California and my parents are willing to pay the full admission.

You can certainly try, but I think your GPA will be a huge obstacle to overcome for such competitive schools.

Not a chance. Too low of a GPA.

I was also considering University of Washington in St. Louis

You have a tiny chance if you apply ED to WSUTL and Vanderbilt. My years on CC, one kid got into Vanderbilt with 3.2 uw GPA.

GPA is way too low.
