My friend is a transfer and signed a contract with USC housing, and they assigned him to windsor. i was wondering is there any way he can possibly opt out of his contract even after he's paid the 400 dollar fee. supposedly there's a 250 dollar cancelation fee, but the person at the USC housing office said you need to find someone to take your place or else you can't opt out. Does this sound right? I thought if you paid the 250 cancelation fee, you're good to leave.

The housing office is correct. To get out of the contract your friend will have to find a replacement, which would be a USC student who can take their assignment (so same class same gender). There also is a waitlist for housing to find a replacement for him, that’s where the $250 fee comes in. They charge it IF they can find a replacement.
