Can you submit a housing contract prior to submitting the official $300 deposit?
And if I decide I am unable to attend USC, what happens to the housing contract?

Thanks!

Yes, as long as you are admitted, you can register for housing and pay the $45 fee. This is the fee you will forfeit if you change your mind. You shouldn’t be paying the housing contract deposit until after you have been assigned a slot for next year. It is generally an $800 deposit (which goes $400 to each semester and is deducted from room charges each semester).

If you decide not to go to USC you will forfeit the $45.
