USF/ UT Austin chances? Please and Thank You!

Hey, guys! I'd really appreciate it if you would chance me for these colleges. USF is my first pick, and UT Austin is a close second, as I would get the in-state tuition (hopefully. We don't live there because we are military, but TX is our state of residency).

Sooo, here are my stats:
Hispanic (Guatemalan), first-generation American, second-generation immigrant

SAT: CR-800, Math- 550, Writing-750; 2100 all-together
ACT Composite: 29

AP:
Language and Composition Score: 5
I am currently taking AP Bio and AP US History

I took honors World History/English my freshman and sophomore years.

My unweighted GPA is 3.52, I think. I calculated it with some online calculator I found.

EC:

JROTC- freshman/sophomore years, earned various ribbons/awards/leadership positions (I was a 2nd lieutenant by the time I moved).

Drill Team- sophomore year, performed in various competitions (we made it up to regional), performed on both the exhibition and drill team

LEO Club-beginning of junior year, had to quit in October because we moved across island and my next school didn't have it. I don't think I'm going to include this, though.

Nanakuli Performing Arts Center-junior/senior year, was the lead in the three major productions we put on while I was in the program (two plays, one musical revue) and I volunteered with them for various functions, such as the Tour de Cure Hawaii.

French Club- senior year, raising money to go to France/Spain/Italy this year

Violin Lessons- senior year

Volunteering:

A lot. Well, not "a lot" a lot, but a good amount.

Assistant CCD Teacher- senior year, one hour a week, every Sunday, teaching children about the catholic faith (34 total, but the end of the year)

Church Choir- sophomore year, two hours every Saturday (about 28 total)

Lion's Club Breakfast- junior year, with the LEO Club, about 6 hours

Nanakuli Performing Arts Center- we volunteered A LOT over the year; I still have to ask my director to compile the list for me, but it was well over 30 hours, I think.

I've also switched high schools four times because of the military, but I don't know if that matters. Probably not.
That's basically it. I don't know whether or not to write the essay for USF, because the site says I "may" submit one.

Thanks, guys!

Oh, yeah, I’m also a National Hispanic Scholar, and have been on the Honor Roll of each school I attended since my sophomore year.

Nice, fellow National Hispanic Merit Scholar! What school are you interested in at UT and USF? I’m applying to UT and admission varies greatly depending on the college. You definitely have competitive test scores and ECs, and UT from what I heard really likes if you’re hispanic!

Hello there! I’m interested in the USF Tampa College of Arts and Sciences (International Studies is the major I want) and the UT Austin College of Liberal Arts (International Relations & Global Studies with a minor Russian/Slavic Studies).
