VT fills the class by seats in each major. Most of the class is filled through early action but they also have early decision. In the admissions sessions they make a point to tell students to apply to one of the early options because regular decision seats are limited by what space is available in the chosen majors after the early rounds. At a special program admissions session we were also told that they review and fill seats as they receive applications so completing the application in advance of the deadlines is helpful.
