We were advised by a school counselor to wait until the NMS letters go out in September to submit applications, but hearing all of the talk about the earlier you apply, the better for admissions, scholarships, and housing has me questioning her advice.
Not sure how our son should proceed. Any advice or experience?

If you think you might make NMSF, I would wait. I am not aware of any preferential treatment given to an app received in September as opposed to October.
Investigate by school…rolling admissions vs regular decision.

Texas…his score was 1480 with the selection index of 221.
Wait until he finds out about NMSF status. That score is a good possibility based on estimates - though estimates this year with the change aren’t as reliable as past years.
