I'm really in a bind here. Here's the story in a nutshell.
Accepted to UC Irvine. Waitlisted at NYU.
Deadline for Statement of Intent to Register for UCI- May 1st
When I'll find out whether or not I'm accepted to NYU- After May 1st

If I get denied at NYU, then I'm going to Irvine. But can I still give Irvine my Statement of Intent, then rescind my enrollment to go to UCI if I happen to get in to NYU? Or will there be any penalties? Will I have to notify UCI that I'm waitlisted at NYU when I pay my deposits and give them my Statement of Intent?

Every single waitlisted student is in the same boat. You are expected to enroll at another university (and I imagine your NYU waitlist letter tells you to do so somewhere in there).

If NYU takes you off the waitlist and you choose to attend, you will lose the UCI deposit. That’s the only penalty.

Enroll at UCI, don’t tell them about NYU WL. If NYU accepts you, you withdraw from UCI with the only penalty being loss of deposit. It’s how it’s done and all schools know their enrollees may drop them for WL acceptances.
