<p>At Cornell, the transfer policies are far different - primarily due to the University's dual role as a private endowed school and as flagship of the SUNY system. The bulk of transfers come from elsewhere within the SUNY system to the land grant colleges at Cornell - as part of their obligation as "flagship."</p>
<p>You see the same thing at Berkeley and UCLA in California for example.</p>
