Want to go back to school, don't know where to start

Hello, so I’m not sure if this is the right place for this question. I’ve seen a few posts about going back to school after a long absence but mine is a bit different. I’m only 20, I went to university straight after high school for 3 semesters before moving back home due to personal issues. After I dealt with them, I attempted some courses at my local college but I wasn’t really committed yet. I think I’ve finally figured out what I want to do and I’m ready to get things going but I have no idea where to start.

I want to go into a more academic field, as I previously attended an art school where I changed my major twice. When I took classes at the local community college, I tried to just take a few basic courses since I wasn’t sure what I wanted to do. Not to mention my local college is abysmal.

After some soul searching, and thinking about what really interests me and what I’d like to do for work, I’ve decided I’d like to go into polisci or international relations, but I don’t know what the best course of action is. I don’t have a lot of relevant credits, and although my GPA isn’t so bad, I have a lot of W’s. Should I take classes locally to bring my GPA up higher, and then try and transfer or should I apply to Universities as is? I don’t have a clue what I’m supposed to do and would really appreciate the advice. Thanks in advance for any help with the matter.

take classes locally and try to transfer is the best option, because when you raise your gpa up and are taking a full semester or 2 courseload. you will have more options/chances at any school

Is there any commutable college that’s decent (v. The abysmal one)?
Does any local community college offer an honors program you could join to show depth and commitment
Take foreign language level 1+2, English, intro political science classes (+ 1-2 gen eds/semester). Show your commitment and affinity for the subject through your schedule and your good grades. You could even take some classes this summer if offered. Around February next year apply as a transfer with a Fall transcript full of As and a Spring semester showing clear interest for IR. Get involved in MUN or poli sci clubs + student Senate.
