<p>No, you don't. It's not like Wharton is some special program and failure still entitles you to try your hand at the lesser school. The College is not "regular UPenn." It's another undergraduate school within Penn. They're two different schools with different purposes. Your question is like asking if not getting into the College will put me in the running for Engineering or Nursing.</p>
<p>However, for the ACTUAL special programs (M&T, Huntsman), I'm pretty sure they DO give you the option to have your application put in the regular pool for Penn or Wharton if you don't get accepted.</p>
