What are my brothers chances?

My brother graduated from high school from the class of 2010 and i am so relieved he is finally taking things seriously about his future. I have never seen him so committed and willing to work hard. He is a really bright kid and has HUGE potential. The thing is though, he didn't take high school seriously and didn't put much effort into it. That being said his high school stats aren't so great at all. Anyways he wants to go to 4 year university next year as a TRANSFER and i definitely want to help him get there. Here are his stats:
(4.0 scale)
9th GPA 3.5
10th 2.6
11th - 2.6
12- 3.0
= 2.9 cumulative
SAT- 1400's
1st league in Cross country and soccer since junior year

Here are his plans for this year: obtain a 3.8+ at community college

The schools he is looking at are 1) Rice university 2) university of washington 3) western washington

please give him some advice, tips, or even concerns! i need all the help i can get! thanks!

I think it is very sweet that you are working to help your brother achieve his goal. That being said, as you probably know, Rice is a big reach. He has a good shot at UW and WWU, but I’m not too familiar with their transfer admissions statistics. Any other ECs in high school? And is the SAT score just the Math and Reading or all 3?

Yes, its all three. i know it doesn’t meet rice’s standards but I’m sure with out a doubt he’s going to have to retake it? He has lots of EC’s but do they matter now because he will be a freshman in college? In high school he was also apart of key club for 2 years, 1 year of swim team, volunteered at a retirement home for a couple months then got a job there and from all the extra stuff he does there i’m sure its considered volunteer work! he’s just a really caring guy and is always helping the residents even though his job status is an evening waiter. Um I’m not real sure if thats it he isn’t home to ask. But he is a pretty athletic guy and very social. I don’t know if this will help but we’re also minorities. We’re 1/4 spanish and 3/4 mexican. I know some schools love diversity. And I know rice is a tough reach but he’s already visited the campus, talked to the professors and students, and even talked to the cross country coach (one of his good friends is going there). He seems to really like it there and everyone was so excepting of him. It’s what he wants and i’ll do anything to get him there. He’s been through a lot, we’re both victims of abuse from our real father but i was old enough to mentally get through it. I feel as an older brother i have to be there for him… Sooo back to the college gig! any advice please.
